Together, Let’s Make Temporary Accommodation Short, Safe and Healthy
Justlife is inviting Expressions of Interest (EOI) to lead one of three new Testing Hubs across the UK. These Hubs are part of our Transforming Temporary Accommodation Programme, designed to find bold, local solutions that improve the lives of people living in temporary accommodation (TA).
We know TA is meant to be a safety net, but for too many it has become a trap. We want to change that and we want to change that collectively as a sector.
What’s a Testing Hub?
A Testing Hub is a locally-led innovation lab—a place (not necessarily a building) where you and your partners co-design, test and evaluate new approaches that aim to make TA:
Shorter in duration
Safer for residents
Healthier overall
You’ll be backed by Justlife and connected with a UK-wide learning network. You’ll also work with people with lived experience at every stage of the journey, and help generate solutions that could influence policy and practice across the country.
Who Can Apply?
We’re looking for:
Charities, community interest companies, and charitable incorporated organisations
Organisations based outside of Brighton and City of Manchester (where Justlife is already operational)
Applicants who have full support from their local authority
Those ready to embed lived experience, build partnerships and innovate for impact
Funding Available
Each Testing Hub will receive up to £128,800 over two years
(£64,400 per year, inclusive of VAT if applicable)
Funding covers your work to develop and deliver a solution in your area. Additional support will be provided by Justlife and our external Monitoring, Evaluation and Learning (MEL) partner.
How to Apply
You can submit your EOI in one of three formats:
Word document (max 1500 words)
Audio or video recording (max 6 minutes)
PowerPoint presentation (max 10 slides or 6 minutes with audio)
Your EOI should explain:
Your understanding of local TA challenges
Your initial idea for a solution
Your thoughts on how your solution will work for people from marginalised communities
Your approach to collaboration and lived experience
How your proposal could lead to scalable, long-term change
How you will measure success

Key Dates
21 May 2025 – Expressions of interest open
23 June 2025 (by 5pm) – Deadline to submit your EOI
24 June 2025 - 4 July – Shortlisting of submissions
7 July – 25 July 2025 – Online conversations with shortlisted applicants
Week commencing 1 September 2025 – Offers made to selected organisations
October 2025 – Agreements signed and Testing Hubs launched
